In history class, teacher Ben Ross shows a film about the Second World War and the Holocaust. The young people react very differently to the brutal images from the concentration camps. Some are deeply disturbed by it, others are rather annoyed. They consider the subject to be long gone and are certain that something like the Nazi regime and the Holocaust would no longer be possible today. So Ben Ross decides to carry out an experiment at the school to show the kids how wrong they are.
He founds 'The Wave', a movement with totalitarian traits and parallels to the Hitler Youth. But the young people don't notice this at first. They are enthusiastic about the new rules that suddenly apply and demand discipline and obedience from them. The deceptive sense of community soon ensures that other pupils are recruited for the 'wave'. And anyone who doesn't join is treated like an enemy and ostracized. A few younger pupils are threatened with a beating if they don't join. And when Laura reports critically about 'The Wave' in the school newspaper, she is also threatened... The experiment has now finally gone off the rails, 'The Wave' is becoming an ever-increasing tide that threatens to sweep everything and everyone away with it. Ben Ross wants to end his experiment before anyone comes to serious harm. But isn't it already too late for that?
